BHIN 24-001 writes outpatient treatment services, also known as Outpatient Drug Free or ODF, as up to nine hours a week for adults, and six hours a week for members under the age of 21. DMC-ODS plans are obligated to provide early intervention services under the outpatient modality to members under the age of 21 at risk of developing an SUD, regardless of whether they meet diagnostic criteria for a substance use disorder.

Health and Safety Code 11834.015 requires the department to adopt the American Society of Addiction Medicine treatment criteria, or an equivalent evidence-based standard, as the minimum standard of care for licensed facilities and to require a licensee to maintain those standards with respect to the level of care to be provided.
