BHIN 24-001 writes outpatient treatment services, also known as Outpatient Drug Free or ODF, as up to nine hours a week for adults, and six hours a week for members under the age of 21. Services may exceed the maximum based on individual medical necessity. Intensive Outpatient Treatment Services at ASAM Level 2.1 may be offered for a minimum of nine hours with a maximum of 19 hours a week for adults, and a minimum of six hours with a maximum of 19 hours a week for members under the age of 21.

Health and Safety Code 11834.02 defines an alcohol or other drug recovery or treatment facility as a premises, place, or building that provides residential nonmedical services to adults who are recovering from problems related to alcohol, drug, or alcohol and drug misuse or addiction, and who need alcohol, drug, or alcohol and drug recovery treatment or withdrawal management services. Adults may include mothers over 18 years of age and their children. 11834.01 gives the Department of Health Care Services the sole authority in state government to license adult alcohol or other drug recovery or treatment facilities. 11834.015 requires the department to adopt the American Society of Addiction Medicine treatment criteria, or an equivalent evidence-based standard, as the minimum standard of care for licensed facilities, and to require a licensee to maintain those standards with respect to the level of care to be provided by the licensee. DHCS Level 3.1 is Clinically Managed Low-Intensity Residential Services. DHCS Level 3.3 is Clinically Managed Population-Specific High-Intensity Residential Services.
