Health and Safety Code 11834.02 defines an alcohol or other drug recovery or treatment facility as a premises, place, or building that provides residential nonmedical services to adults who are recovering from problems related to alcohol, drug, or alcohol and drug misuse or addiction. Adults may include mothers over 18 years of age and their children. 11834.01 gives the Department of Health Care Services the sole authority in state government to license adult alcohol or other drug recovery or treatment facilities. New licenses run two years for programs that meet 11834.03.

All licensed AOD facilities must obtain at least one DHCS LOC Designation and/or at least one residential ASAM LOC Certification consistent with all of its program services.
